Summary of Responsibilities
The Human Resources Manager provides site leadership in support of all aspects of Human Resources at the site level. Leads the development and implementation of employer of choice strategies and supporting an overall HR vision in keeping with URENCO USA’s goals and values. Provides management of site-level Human Resources disciplines including employment, employee relations, affirmative action planning, compensation, benefits, payroll, regulatory compliance, employment law, EEO, HR training, on-boarding, and performance management.
Education and Experience
Minimum Qualifications:
Required: Bachelor’s degree (or equivalent experience) from an accredited college or university.
Eight years of progressively responsible Human Resources experience with at least three years of experience in a leadership role. Emphasis on recruitment and selection, coaching, consulting and compensation.
Preferred Qualifications:
Bachelor’s degree in HR or Business from an accredited college or university. PHR or SPHR Certification or equivalent highly preferred.
Years of experience: Ten years of progressively responsible Human Resources experience with at least three years of experience in a leadership role. Emphasis on recruitment and selection, coaching, consulting and compensation.
Essential Skills:
Demonstrated experience working within an international business and has experience of being part of a global function, supporting wider functional programs of work
Experience in HR transformation / modernization and has demonstrated examples of driving change and improvement
Worked successfully in a regulated / industrial / engineering led environment
Brings general business acumen as well as professional acumen
Able to act as a constructive and challenging business partner and coach to the site leadership team
Knowledge of employment law.
Must be fully competent in the human resources discipline.

Job Details
Work Location: Eunice, NM
Work Schedule: Professional work schedule/ with minimal night/ weekend support. Some nights and weekend work may be required. Employees are also subject to call-outs as needed.
Travel Required: 10% of the time or less as required
Security Clearance Requirement: CAA Access and an L or Q level security clearance
Emergency Response Requirements: Emergency Response Organization (ERO) duty will be required; including being on-call (24/7) during your designated team duty week.
Work Environment: Radiological exposure expectations of < 100 mrem/yr. General Office, Plant Production Areas. This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets etc.
Responsible for the protection of confidential and proprietary information received during employment, including keeping information in strict confidence, exercising a reasonable degree of care to prevent disclosure to others, not disclosing or divulging either directly or indirectly information to others, and not using the information commercially or for any other purpose other than the performance of their duties for Urenco. Primary Functions
Plans, organizes and oversees all activities of the human resources department related to employee relations, EEO compliance, affirmative action planning, staffing management, compensation, benefits and payroll.
Participates, in developing department goals, objectives and systems in support of company goals and values.
Oversees a competitive compensation program.
Maintains updated job descriptions and job description review process.
Ensures annual salary and benefits surveys are conducted and analyzed.
Utilize annual survey results and adapt to position the organization as an employer of choice.
Oversee human resources related policies and procedures.
Manage annual salary planning and the merit increase process for the organization.
Develops and implements the performance management program and revise as needed.
Oversees benefits administration ensuring programs are both cost-effective and valuable.
Oversee an affirmative action program; files EEO-1 annually; maintains all records as required by regulation and maintains other records, reports and logs to conform to all EEO and/or OFCCP regulations.
Oversees recruitment efforts for all personnel and college recruiting efforts.
Manages internship program as well as the intern recruiting and selection process.
Leads new employee orientation function.
Oversight of employee relations counselling and/or investigations as needed.
Oversees exit process and outplacement management program.
Develop and monitor HR metrics.
Review overall results of the department in relation to established goals to effect continual improvements in efficiency of the department and services performed.
Oversee the progressive discipline process, coach management on the process and ensure disciplinary action is fair and is consistent for all employees across all departments.
Manages all employees in the human resources department
Collaborate with site leadership on all human resources issues.
Provide guidance and assistance with highly complex and/or sensitive issues.
