This position is responsible for both the safeguarding of special nuclear material, the proper implementation of the Fundamental Nuclear Material Control Plan, and the implementation of the Corrective Action Program (CAP). This position interfaces with employees and managers at all levels of the organization and externally with vendors and governmental agencies. This position is responsible for organizational performance metrics, and implementing the non-conformance process and industry experience program. This position adheres to the foundational behaviors, company values and Urenco behaviors.
Education and Experience
Minimum Qualifications:
Bachelor's degree in business, statistics or engineering field.
5+ years of responsible nuclear experience implementing a safeguards program for special nuclear material and corrective action programs, of which five must be experience implementing a safeguards program for special nuclear material.
2 years of management experience.
Preferred:
Bachelor's degree in business, security management, statistics or engineering field and a Master’s degree in related field.
7+ years of nuclear experience implementing a safeguards program for special nuclear material and corrective action program, of which five must be experience implementing a safeguards program for special nuclear material.
4 or more years of management experience.
Job Details
Work Location: Eunice, NM / Hybrid – Mostly onsite.
Work Schedule: Professional work schedule with minimal night/weekend support. Some night and weekend work may be required. Employees are also subject to call-outs as needed.
Travel Required: 10% of the time or less as required.
Security Clearance Requirement: CAA Access and a Q level security clearance.
Emergency Response Requirements: Emergency Response Organization (ERO) duty may be required; including being on-call (24/7) during your designated team duty week.

Primary Functions
Manage and implement the Measurement & Control Program, the Nuclear Material Accounting System, Unauthorized Enrichment Program and the Item Control Program. Ensure all inventories and reports are completed.
Manage the investigation and resolution of identified issues within the measurement programs.
Review all reports, data, records and programs related to material control and accountability, including inventory program, training program, production data, calculations related to inventory SWU balance, standard error of inventory differences, inventory differences, and shipper/receiver difference analyses.
Interact with regulatory agency personnel regarding the Security Plan, Fundamental Nuclear Material Control Plan and program activities related to licensing, inspections, assessment of performance, and event analysis.
Manage the programmatic elements of the Corrective Action Program. Manage and administer the site's Assessment, Operating Experience and Benchmarking Programs.
Chair the site’s Event Review Board and Event Report Screening Committee.
Provide team leadership, training, coaching and mentoring.
Create and develop an effective and aligned team and set challenging goals and expectations for staff.
Ensure positive behaviors are exhibited by staff.
Develop and manage the Safeguards and Performance Assessment budgets.
Support site and corporate strategies and initiatives, model cultural values, and drive accountability as part of the UUSA Site Leadership Team.
Serve as Local Process Owner for Safeguards and Organizational Learning, ensuring alignment with Group Process Owners.
In the absence of the Compliance Manager, may serve as Acting Compliance Manager.
This position is separate from and independent from operations of the site to ensure a definite division between the safeguards group and other departments. In matters involving safeguards, the Safeguards and Performance Assessment Manager has a line of communication with the Chief Nuclear Officer.

Compensation
Starting at: $145,308 - $181,635 / year and up dependent on candidate.
