The Deputy Operations Manager is responsible for the planning, organization, and execution of daily operations to ensure safe, efficient, and effective operation of the enrichment facility, while also contributing to the strategic direction of the company. Responsible for establishing Key Performance Indicators to achieve production goals. Responsible for providing leadership and management for the on-going development and effective implementation of the facility’s Shift, Day Shift Operations, and FIN Team functions. Management and leadership responsibilities include establishment of department and individual goals and objectives, monitoring organizational performance, and managing budgets.
Responsible for managing the enrichment operations through a team of front line supervisors to ensure the safe and efficient production of enriched uranium. Areas of responsibility include uranium enrichment, homogenization and blending, product sampling, and cylinder preparation. Coordinates with the site and company management teams to establish and implement criteria and policies for conduct of operations, goal and performance criteria, and priorities.
Education and Experience
Minimum Qualifications
Education:
Bachelor’s degree in an engineering or scientific field from an accredited college or university.
Experience:
Ten (10) plus years of experience in an operations environment; of which at least three (3) years include previous leadership experience and four (4) years of responsible nuclear experience. Experience and skills should demonstrate an Advanced/Expert competency level.
Certifications:
Initial Operator Training program, Building Operator Certification, Control Room Watch Station Qualification, Hazardous Waste Operator (HAZWOPER) per 29CFR1910.120(q).
Prior Certification as a UUSA Shift Manager or Shift Technical Lead. U.S. Nuclear Navy Qualified Operator or Non-Licensed Nuclear Power Plant Operator, U.S. Nuclear Navy Qualified Watch Supervisor, NRC Licensed Reactor Operator or Senior Reactor Operator may be substituted for URENCO USA certifications.
Preferred Qualifications
Education:
Master’s degree in Business Administration or related discipline.
Experience:
Ten (10) plus years of experience in the nuclear industry including experience in a leadership position. Knowledge in operating nuclear facility is preferred. Experience and skills should demonstrate an Advanced/Expert competency level.
Work Location: Urenco USA, Eunice, NM
Work Schedule: 9/80 work schedule M-F/M-Th
Travel Required: 10% of the time or less is required
Security Clearance Requirement: Controlled Access Area (CAA) and an L or Q level security clearance is required.
Emergency Response Requirements: Emergency Response Organization (ERO) duty may be required; including being on-call (24/7) during your designated team duty week.
Work Environment: Radiological exposure expectations of <100>100>
Responsible for the protection of confidential and proprietary information received during employment, including keeping information in strict confidence, exercising a reasonable degree of care to prevent disclosure to others, not disclosing or divulging either directly or indirectly information to others, and not using the information commercially or for any other purpose other than the performance of their duties for Urenco. Primary Functions
Ensures the plant is operated in a safe and efficient manner by:
Hiring, training and evaluating a highly technical staff.
Reviewing and approving plant operating procedures to certify that they are in accordance with government regulations and the manufacturers technical specification.
Reinforcing behaviors, actions, and policies that support the requirements of LBDs and operating procedures.
Maintains overall responsibility for:
Meeting the production and shipment goals of the company
Functional Area budget, which includes procurement and expense report approvals
Maintaining the Functional Area corrective action program, by ensuring that issues are identified and the correct actions are taken to prevent recurrence
Functional Area human performance program, and the associated training, standards, and goals
Assists company leadership and senior staff members with:
Development of long-range and short-range plans, policies, programs and objectives
Establishing production goals for the site
Development and implementation of site key performance indicators
Development and implementation of strategic changes
Works collaboratively with senior management and cross functional teams to:
Establish and implement the conduct of operations
Meet organizational goals including, but not limited to, production and safety targets
Plan and accomplish strategic site projects
Reinforce and support the company's mission, vision, and values.
Serves as active member of the following teams:
Deputy Operations Managers Team
Plant Health Committee
Works at the Urenco Group level to lead initiatives that:
Ensure best practices and OE are shared across sites.
Ensure risk is mitigated regarding protection of the asset.
Ensure group standards are developed and implemented.
Ensure an appropriate safety culture and consciousness is maintained through application of sound management principle
Ensure the health and safety for general public and the facility staff from radiation and chemical exposure and other consequences of an accident at the facility.
Excellent interpersonal and communication skills. Ability to communicate throughout the organization including making presentations and communicating with executive management.
Knowledge of and advocate for a rigorous operator training and development process.
Demonstrated support and advocacy for company programs and policies.
Oversee day-to-day management of production and site priorities including safety, cost, and schedule.
Establish operational standards for cost control, waste reduction, quality, safety, and complete on-time delivery.
Ensure adequate level of staffing and capability is maintained to the production division’s functional requirements. Ensure applicable personnel, including suppliers, acquire and maintain security clearances commensurate with assigned function.
Recommends and implements strategic changes in the manufacturing and operations strategy.
Provides leadership for problem resolution to facilitate faster improvements and improved working relationships.
Oversee shift operations budget to ensure compliance with organizational expenditure requirements
Ensures compliance with state and federal regulations.
Conduct regular and timely staff meetings to communicate relevant information to management and employees.
Represent URENCO USA in front of external regulatory agencies and community organizations as needed.
Support ERO as required.
Oversee site activities to ensure compliance with the conditions of the license, regulations, programmatic criteria, and management expectations.
Essential Skills
Demonstrated ability to lead people and get results through others.
Broad technical experience in production process operations. Strong operations or engineering background and a broad knowledge of nuclear plant operations and systems.
Knowledge of materials and inventory management, production scheduling, and preventive maintenance.
Must be able to function well on high performance teams and be a strong team player.
Excellent communications skills on both an interpersonal and large group level
Ability to analyze and evaluate plant operational, maintenance, and engineering information to establish root cause for performance and safety issues at both a strategic and functional level.
Capable of measuring performance to company goals and standards and establishing targets for improvements in safety, quality, cost, delivery, and Employee Relations
Demonstrated ability to organize and manage multiple priorities.
Proven ability to think ahead and plan over a 3-6 month time frame.
Strong commitment to quality orientation, attention to detail, and customer focus.

Compensation
Compensation Range: $157,950 - $197,438 / year and up dependent on candidate.
