Summary of Responsibilities

Responsible for managing URENCO USA engineering programs, the ESP Training Program, functions and personnel to ensure that the facility operation and configuration is maintained in accordance with the design and licensing basis. Ensures that facility design is properly prepared, controlled, managed and maintained. Provides technical support for plant operations and construction. Prepares license amendment requests for NRC submittal, controls and maintains the Integrated Safety Analysis, plant design basis, nuclear criticality safety analyses and fire protection program requirements. Provide overall implementation and management of document control and records management functions at URENCO USA (UUSA) to ensure that all legal and regulatory requirements are met. Responsible for technical references library to support organizational and regulatory needs. Business owner and management oversight of the electronic document management system, the official repository for UUSA electronic records. Interface with the Operations Manager and Maintenance Manager to ensure design configuration is maintained and operational and equipment reliability issues are resolved. 

Education and Experience

Minimum Qualifications

Education: A Bachelor’s degree in engineering or another related science or technical field is required
Experience: 8+ years of progressive experience in engineering, of which three are in a leadership role

Preferred Qualifications

Education: A Master’s degree, or a PhD from an accredited college or university in nuclear, mechanical, or electrical engineering.

Experience: 10+ years of engineering experience of which 5 years in a leadership role, managing technical personnel or overseeing an engineering program is preferred. Previous experience in a nuclear facility.

Certifications: Professional Engineering (PE) License

  • Work Location: Urenco USA, Eunice, NM

  • Work Schedule: Professional work schedule with minimal night/weekend support. Some nights and weekend work may be required.

  • Travel Required: 10% of the time or less is required

  • Security Clearance Requirement: Controlled Access Area (CAA and an L or Q level security clearance is required.

  • Emergency Response Requirements: Emergency Response Organization (ERO) duty may be required; including being on-call (24/7) during your designated team duty week.

  • Work Environment: Radiological exposure expectations of <100>

  • Responsible for the protection of confidential and proprietary information received during employment, including keeping information in strict confidence, exercising a reasonable degree of care to prevent disclosure to others, not disclosing or divulging either directly or indirectly information to others, and not using the information commercially or for any other purpose other than the performance of their duties for Urenco. Confidential information includes information and data of any kind concerning any matters affecting or relating to Urenco business or operations, including compensation, investigations, financial controls, etc.

Primary Functions

  • Develop and manage all processes and personnel resources for the Engineering department to maintain the design and configuration of the facility during operations and construction in accordance with the approved design and licensing basis.

  • Ensure engineering procedures, processes and design outputs are adequately reviewed, approved and controlled to comply with license and regulatory requirements and utilize sound engineering principles.

  • Ensure engineering documents, drawings, calculations, reports, permits and procedures are complete and current on a real time basis to maintain plant configuration control.

  • Manage and direct the Design Agency responsibilities of Engineering to prepare new designs, modify existing facilities and perform design reviews in all applicable Engineering disciplines (e.g., structural, civil, mechanical, electrical, nuclear criticality safety, fire protection).

  • Interface with federal and state regulatory agencies on license changes, permitting and resolve inspection concerns.

  • Provide for the staffing, training and development of qualified personnel in the engineering and configuration management programs.

  • Manage day-to-day aspects of engineering functions, cost, and schedule and prepare annual and long term budgets and staffing plans.

  • Support the conduct of audits, inspections, surveillances, and assessments of engineering activities by Quality Assurance and external federal and state regulating bodies.

  • Develop the budgets and forecasts for the Engineering Department. Prepare and issue management reports relating to budget and schedule performance. Report cost and schedule variances in a timely manner to applicable levels of management.

  • Conduct periodic engineering review meetings with key stakeholders to establish priorities and allocate resources.

  • Follow up with applicable department management, when necessary, to resolve issues relating to engineering activities. Resolve and/or escalate issues to appropriate levels of management in a timely fashion.

  • Ensure regulatory documents, reports, and other legal documents are completed, reviewed and signed in a timely manner to support facility commitments.

  • Develop and lead the implementation of business strategies to achieve engineering goals and objectives.

  • Provide presentations and information to senior management on a regular basis to communicate status and performance of various engineering programs and projects important to the facility.

  • Develops and implements information services departmental plans to meet organizational needs.

  • Develops and manages the budget to support information services needs and prepares budget status reports as required.

  • Consults with functional area managers to ensure records management needs are met.

  • Interfaces with functional area managers to ensure proper procedural processes are created to support the needs of those departments.

  • Business owner for the electronic document management system, including development oversight, user training and functional area interface for user functionality.

  • Performs regular reviews of system performance for compliance with legal and regulatory requirements.

  • Keeps abreast of developments by reviewing new systems, methods and processes associated with records management, document management and image management systems.

  • Oversees the development, maintenance, approval, and distribution of Records Retention Schedules.

  • Develops information access strategies for complex environments including electronic content, paper records, archival material, and databases.

  • Performs periodic reviews to ensure sufficient documentation is provided to properly document and operate the electronic records systems.

  • Reviews requests for enhancements to existing electronic records systems to determine system need, feasibility, and related costs and benefits. Implements authorized disposition instructions for electronic records maintained within electronic records systems in accordance with NRC requirements.

  • Identifies and develops required training for users of information systems.

  • Develop supervisors and engineering leads to eventually function as Managers.

  • Ensure the development and implementation of a Training and Qualification Program for applicable Engineering Department employees, in accordance with the Systematic Approach to Training (SAT) Process.

Compensation

Compensation Range: $171,692 - $214,615 / year and up dependent on candidate.
